When creating a ticket for a Service contract, it comes up with a message when it is outside of business hours. However, if the Contract is EXPIRED, no message pops up at all... It even mentiones that it is inside business hours...

I did a quick test of this in my v9 installation and I do get a pop up when a customer associated with an expired contract is selected for an incident ticket. The pop up states that there aren't any valid contracts for the customer. Sounds like you may want to open a support ticket for this if you haven't already.
Hi, you are right... The agent that checks if contracts are expired and sets the status accordingly did not run... After that, all is okay
