    Incident Templates - Allow Setting of Custom Fields

    It would be nice to allow to set the global level custom fields for Incident Templates.  We have custom fields that we want to be required on ticket save/close but are forced to put in default values so that the auto close templates will not prompt the user to enter values.  We want to be able to force the rest of the users to have to select the value, otherwise they may forget to update to the correct value.
